I don't want to hire an attorney to draft the whole thing. I rather find a good drug testing policy template and then give the attorney to review it. That way it will be quicker (and I bet 90% cheaper). Any ideas where I can find a template corporate drug testing policy. Something reliable. I would not mind paying a little for a good template to start. I just can not pay $4-5k for the whole thing, we are small company.

Any of these sites offer policy templates. Check with your HR exec who may already be a member, since you need membership to access certain site features.

THis is a an office place that provide mainly service? However both hourly and salaried people are employed. Some employees are blue collar but we would be interested in testing middle management, managers, supervisors also
What you can and you can not doing about drug testing in the workplace changes from state to state and sometimes from industry to industry. Also goals are very important. What are your goals: Stop people using drugs, period or Make sure people are not under the influence at your workplace. So like are you a software company or a construction company or a security company can make a big difference in designing a good workplace drug testing policy.

If you come to work on time, do your job, and have no incidents, what you do on your own time should be your own damned business. Right?
Interesting answers, BUT......
What about alcohol? There are no random blood alcohol tests. Alcohol is the most abused drug, and the effects are far mor dangerous than say, marijuana.
Someone mentioned the military. I was in the military. There are more heavy alcohol abusers in the military than any other profession, I'm sure; and soldiers are still quite capable of doing their jobs.
I agree with you. If a person wants to drink or do whatever when they are OFF the clock in moderation, that is that persons business. It's just another way for a company to try and "control" you. Pretty soon it will come to the point that they will make "lie detector" testing mandatory to see if you're playing video games that may "alter" your thinking at work. I mean what is one to do,,wait till they are retired and say: "Well, I'm retired now, so I'm gonna drink a couple of beers every afternoon". I realize some people have some serious issues with drugs and alcohol and probably don't need to be at work, so I don't know what the solution to this is. If they did random testing on a company where I used to work, they would loose over half the employee's. Those people came to work everyday and did their job and did it well. There's a difference in coming to work stoned or drunk, rather than coming to work the next morning after a few beers the night before. It's a shame that a drug testing method can't be invented to see who the habitual, problem users are.
Our company is bringing in a compulsory drink and drug policy that states we will be carrying out random tests, yet one worker is claiming it's illegal and will take us to court if we try it with him. Is there anywhere that states we are able to carry out such tests without repercussions?

This is likely to be unlawful. You can refuse should you wish to do so and if your job is not a "safety critical" one you should be able to rely on unfair dismissal laws to protect your position.
I know of companies in the UK that have introduced this. Their position is "If you have nothing to hide then you have nothing to fear". I understand this perfectly and I have nothing to fear. I am just not going to let it happen that's all. It is a GROSS invasion of privacy and cannot be tolerated.
I suggest your friend learns the difference between unlawful and illegal and does some research on the Internet and with his local CAB.
I have looked up the attached link from the office of the UK DPC and it states that gathering information of this type can usually only be justified for health and safety grounds.
